IPSO has responded to Sir Joseph Pilling’s external review into its independence and effectiveness, agreeing with the majority of recommendations and setting out how it will address these where necessary.

Pilling’s review made 45 recommendations, intended to “help a new regulator, which demonstrates early achievement, promise and commitment, to develop into a trusted, experienced regulator”.

The recommendations are based on IPSO’s independence; Board; the Editors’ Code of Practice; complaints handling and staff; Standards function; review process; membership and awareness raising.

Sir Alan Moses, Chairman of IPSO, said:

“Sir Joseph Pilling’s independent review has recognised the high quality assistance our staff offer to the public and the important achievements IPSO has made in its first two years.

His recommendations will help us to strengthen a well-functioning organisation into a mature regulator. We have begun to implement some of the recommendations and where it is appropriate we continue to discuss future developments with the Regulatory Funding Company and the Editors’ Code Committee.”
