Read the findings and full reports of the two external, independent reviews into IPSO's operations
As part of our commitment to transparency, we have commissioned two independent and external reviews into our operations.
The most recent, conducted by former senior civil servant Sir Bill Jeffrey was published in 2023. It found that IPSO regulation has “influenced the industry for the better”.
The review, which also found IPSO was “well led and managed”, made a number of recommendations on how to improve public confidence.
The review followed from the work of Sir Joseph Pilling, whose 2016 review contained 45 recommendations intended to “help a new regulator, which demonstrates early achievement, promise and commitment, to develop into a trusted, experienced regulator”.

Sir Joseph Pilling
Sir Joseph served as permanent secretary of the Northern Ireland Office from 1997 until his retirement in 2005.
In addition to working at the Home Office and Department of Health, Sir Joseph also chaired the Koestler Trust, which encourages arts participation amongst people in the criminal justice system.

Sir Bill Jeffrey
Sir Bill Jeffrey is a former senior civil servant, who served as permanent secretary at the Ministry of Defence from 2005 to 2010.
From 1998 to 2002, Sir Bill also served as political director in the Northern Ireland Office.
